NOTICE OF AVAILABILITY OF DRAFT PROGRAM ENVIRONMENTAL IMPACT REPORT AND NOTICE OF PUBLIC MEETINGS FOR THE
CAPITAL SOUTHEAST CONNECTOR PROJECT

The Capital SouthEast Connector JPA has prepared a Draft Program Environmental Impact Report (DEIR) for a proposed 35‐mile‐long roadway that would link communities in Sacramento and El Dorado Counties, including Elk Grove, Rancho Cordova, and Folsom. The project limits extend from the I‐5/Hood Franklin Road interchange in southwest Sacramento County to US 50 in the vicinity of Silva Valley Parkway, approximately 3 miles beyond the Sacramento County/El Dorado County line. The existing roadway network in the project vicinity includes federal and state highways, arterials, collectors, and local roadways. The public review period for this DEIR will extend from March 14 to May 13, 2011.

The overall objective for the project is to improve mobility, safety, access, and connections between residential and nonresidential land uses, which have been compromised by increasing congestion, and to assist in preservation of open space and threatened habitats. The project is intended to link employment centers and residential areas in the corridor and contribute to the remedy for current and future deficiencies in transportation capacity, safety, and land use compatibility. The project would serve both regional and local travel needs, and would relieve congestion on heavily used local roadways that currently serve the corridor.

The DEIR identifies one or more significant impacts in the following areas: Aesthetics, Air Quality; Biological Resources; Cultural Resources; Geology, Soils, and Paleontological Resources; Hazards and Hazardous Materials; Hydrology and Water Quality; Land Use; Noise; Population and Housing; Public Services and Utilities; Recreation; Traffic and Transportation; and Cumulative impacts. For each significant impact, mitigation is proposed where feasible.

The following hazardous materials sites are identified within or adjacent to the proposed project corridor: Super Pallet Recycling (10401 Grant Line Road, Elk Grove), and White Rock Road Disposal – North and South (White Rock Road and Grant Line Road, Rancho Cordova).

This Notice of Availability starts the beginning of the 60-day public review period of the DEIR. Written comments on the DEIR must be provided by Friday May 13, 2011 and should be sent to:

PUBLIC MEETING WORKSHOPS

In conformance with the California Environmental Quality Act, five public workshops will be held approximately 4 weeks after the release of the Draft PEIR. The public will be able to talk to Connector JPA Staff and the consultant team. All meetings will be held between 6 pm – 8 pm at the following public meeting locations and dates:

A stenographer will be available at each public meeting to receive public comment. The public will also be able to leave a written comment on cards provided. All comments will be addressed by the team.
